BSA OFFICIAL DOCUMENTATION PROVIDE GUIDELINES FOR TROOP Binders

Troop 22's ultimate source for guidance are the official BSA publications.  The binders contain troop wisdom about local things and shall never contradict the official BSA guidelines or policies.  For example BSA guidelines say to "Serve as transportation coordinator" our Transportation Coordinator Binder will contain the forms, maps, and regulations for destinations that we frequent, along with the policies our troop has developed to ensure the safety of our Scouts.  Our troop policies say HOW we typically implement the BSA policies, but they should never contradict or replace BSA policies.  It is surprisingly easy to veer away from BSA guidelines so the troop committee periodically reviews each binder content for consistency with BSA policies.  Each subcommittee meets each year to review BSA policies for that subcommittee.  If you notice any contradictions please let the troop leadership know asap.  Thanks.
